In so doing, GEF led a consultative workshop to define the project’s Work Breakdown Structure, drafted a Theory of Change that was missing altogether, revamped the project’s Strategic Results Framework to pare down the number of sub-optimal indicators to a more manageable number of SMART KPIs, as well as provided capacity to the UNDP Country Office on Organizational Change Management and best practices in Program Delivery. Our firm also re-validated the project baseline against the Project Document, redrafted Terms of Reference for each of the project’s pilot demonstration initiatives and drafted Statements of Work for key experts and consultants expected to delivery key project components.
